Victory in the grape strike was short-lived; the contracts proved an administrative challenge, lettuce workers in Salinas staged a massive strike, and the Teamsters union signed sweetheart contracts first in vegetables and then grape contracts. With almost no members, Chavez re-launched the national boycott that had proved so effective during the first grape strike. The election of Democrat Jerry Brown as governor at the end of 1974, coupled with pressure from the boycott and massive civil disobedience, set the stage for a legislative solution to bring peace to the fields.
